Governing access to and use of online Political Science Quarterly material (E-ISSN 1538-165X) to which the Subscribing Institution wishes to have access and for which the Subscribing Institution is purchasing access on an annual subscription basis. These terms are set forth by The Academy of Political Science, and are separate from any terms issued by Ingenta.

RIGHTS AND OBLIGATIONS OF THE SUBSCRIBING INSTITUTION

The Subscribing Institution may use and access and allow Authorized Users (as defined below) to use and access online Political Science Quarterly (PSQ) material Ingenta. PSQ is available to the Subscribing Institution via the Subscribing Institution's annual subscription provided always that such access and use is via a secure server over which the Subscribing Institution has sufficient control to limit distribution of online PSQ material to the Authorized Users.

The following are Authorized Users of online PSQ material: current (permanent or visiting) members of the academic, library, research or equivalent staff of the Subscribing Institution at the Site (as defined below) and students actively and currently undertaking a course at the Site, who are subject to the Subscribing Institution's normal terms and conditions for ensuring compliance with the terms of this License. Physical visitors using public access terminals within the Library at the Site are permitted, although they will not be considered Authorized Users. Remote electronic access to and use of online PSQ material by people other than Authorized Users is not permitted. Authorized Users may distribute single copies of individual articles in print or electronic form to other Authorized Users within the institution for their personal use.

These terms cover a single Site which shall be a contiguous geographical location from which Authorized Users can access online PSQ material over a secure network. If the Subscribing Institution wishes these terms to cover more than one Site it must purchase a separate subscription.

The Subscribing Institution will obtain at its cost all telecommunications and other equipment and software (including an Internet browser and Portable Document File reader) together with all relevant software licenses necessary to access online PSQ material. 

Neither the Subscribing Institution nor Authorized Users may provide, by electronic or print means, to a user at another library a copy of any part of the online PSQ material for research or private study or otherwise.

The Subscribing Institution may not incorporate all or any part of the online PSQ material in printed Course Packs without the prior permission of the Publisher's Representative, Copyright Clearance Center, which may set out further terms and conditions for such usage.

The Subscribing Institution may incorporate parts of online PSQ material in Electronic Reserve collections for the use of Authorized Users in the course of instruction at the Subscribing Institution, but not for Commercial Use or Re-sale. Each such item shall carry appropriate acknowledgement of the source, listing title and author of the extract, title and author of the work, and the publisher. Copies of such items shall be deleted by the Subscribing Institution when they are no longer used for such purpose. Course packs in non-electronic non-print perceptible form, such as audio or Braille, may also be offered to Authorized Users who are visually impaired. Permission for other reproduction should be sought from the Publisher.

OBLIGATIONS OF THE PUBLISHER, THE ACADEMY OF POLITICAL SCIENCE

The Academy of Political Science undertakes to authorize an intermediary (Ingenta) to provide the Subscribing Institution access to online PSQ material.

The Publisher promises to do everything possible to ensure continuing access to online PSQ material. Access will be offered to online back volume content files of the journal through Ingenta, as long as a current subscription is entered and maintained. The Subscribing Institution may download and archive materials at its own site and place contents on its own file server, including electronic reserves, providing that access to the file server is restricted to the Authorized Users. The Publisher also publishes print and licenses microfilm editions for archival use.

The Publisher warrants that it has the right to license online PSQ material granted to the Subscribing Institution under these terms. The Publisher does not make any representation or warranty or accept responsibility for the accuracy, currency, or completeness of the content of the online PSQ material. The Publisher reserves the right to withdraw any online PSQ material if the Publisher believes that such material may be legally objectionable, on whatever grounds. 

The Publisher is not responsible and assumes no responsibility for the contents of any non-PSQ linked Internet website, or for any potential damage arising out of or in connection with the use of any such link. The Internet websites to which links are provided via online PSQ material are not under the control of the Publisher. In addition, the existence of a link between online PSQ material and any other Internet website is not and shall not be understood to be an endorsement by the Publisher of any material, substance, information or the owner or proprietor of the linked Internet website.

NOTES FOR AUTHORIZED USERS

The Subscribing Institution is encouraged to print-out, photocopy, place on library web page or otherwise make available to Authorized Users these notes. The following notes provide information on some key elements of our terms and conditions. 

  1. The entire contents of online PSQ material (including individual articles and other material appearing in the journal) are protected by copyright.
  2. You qualify as an Authorized User of the online PSQ material to which your institution has a paid electronic subscription if you are a current member of the academic, library, research or equivalent staff of the institution at the Site for which a subscription has been purchased or a student actively and currently undertaking a course at the Site. If you are a physical visitor to the Library using a public access terminal, you may also be allowed to use online PSQ material. 
  3. You may (a) access; (b) search; (c) download or (d) view the online PSQ material and make single printed or electronic copies of individual articles for personal use only. You may distribute single copies of individual articles in print or electronic form to other Authorized Users within your institution for their personal use. Authorized Users may use online PSQ material by remote access to a secure server if the Site offers this facility. 
  4. You may not (a) sell; (b) loan; (c) lease; (d) transfer; (d) modify or (e) reproduce or otherwise use the online PSQ material or any part of it except as is permitted in clause 2 above. 
  5. Staff of the Institution may use part or parts of online PSQ material in non-commercial Electronic Reserve collections for teaching purposes within the Subscribing Institution only.
  6. Staff of the Institution may not incorporate all or any part of online PSQ material in printed Course Packs without the prior permission of the Publisher's Representative, Copyright Clearance Center, which may set out further terms and conditions for such usage. 
  7. You may not make any part of the journal available for access to others outside the institution within which you are an Authorized User.
