Can the Cities be Trusted? The Community Development Experience
Donald F. Kettl uses the experiences of four Connecticut cities participating in the Community Development Block Grant program to explore the implications of increased local discretion in the use of federal grants. He finds that these cities attacked small-scale neighborhood-based problems but proved unable to deal with problems of broader scope.

Human Rights and Economic Realities: Tradeoffs in Historical Perspective
Sylvia Ann Hewlett argues that the pursuit of rapid growth in the twentieth century has led to the denial of many political and social rights for the citizens of the Third World. She finds that contemporary tradeoffs between growth and equity are likely to be deeper and longer lasting than those typical of the original industrial revolution.

Conflicting Images of the USSR: American Career Diplomats and the Balkans, 1944-1946
Hugh De Santis analyzes the conflicting images of the Soviet Union formed by American Foreign Service officers posted in the Balkans and in the State Department between 1944 and 1946. He argues that differing experiences gave rise initially to perceptions of ideological confrontation in the field and of ideological cooperation in Washington. By the winter of 1945-46, however, diplomats in the Department similarly concluded that the United States and Russia were locked in a global struggle of irreconcilable ideologies and endorsed the policy of containment.

The 1948 American Embargo on Arms to Palestine
Shlomo Slonim traces the initial imposition of America's 1948 embargo on arms for Palestine to State Department officials intent on minimizing any American role in implementing the partition plan earlier endorsed by President Truman. Even after Truman reversed State Department policy by his immediate recognition of Israel, the embargo was maintained intact throughout 1948. This was primarily in order to avoid a split with Britain over Middle East policy at the height of the cold war.
