The NATO Decision on Theater Nuclear Forces
Raymond L. Garthoff reviews the NATO decision of 1979 on deploying new intermediate-range nuclear missiles in Europe. He finds that among the complex considerations underlying that decision, reassurance of the Western Alliance itself was at least as important as deterrence of the Soviet Union.
