Staffing the Presidency: Premature Notes on the New Administration
Richard E. Neustadt reviews President Carter's reorganization of the Executive Office of the president, announced last July. Staff arrangements in and near the White House show both the stamp of inheritance and the impact of President Carter's own on staffing and organization.

pp. 1-9

Staffing the Presidency: An Insider's Comments
Harrison Wellford, a member of Carter's reorganization team, comments on Neustadt's observations from an "insider's" point of view.

pp. 10-12

A January 1978 Postscript
In a short postscript, NEUSTADT reflects on developments in the Carter Executive Office since last September.

pp. 12-14

Presidential Cabinet Making: Lessons for the Political System
Nelson W. Polsby suggests that the pattern of appointments in the Carter cabinet shows a type of presidential leadership that the Nixon presidency did not put out of style. The causes of President Carter's brand of leadership are traced to the Democratic nomination process, however, rather than to attitudes about presidential authority that Carter evidently does not share with former president Nixon.

pp. 15-25

West Germany: Problems and Prospects
Lewis J. Edinger takes a long-range look at West German domestic and foreign. He holds that the present political system appears firmly established, severely tested by conflicts over military, economic, and internal

Partisan Orientation and Political Socialization in Britain, France, and the United States
Greg A. Caldeira and Fred I. Greenstein present evidence on trends in adults' party attachments and on children's orientations to political parties in Britain, France, and the United States. Their findings cast doubt on recent assertions that Fifth Republic France has become a nation of party identifiers and strongly suggest that there are wide variations in the qualitative content of the partisan orientations that citizens in each of the nations acquire in the course of political socialization.

pp. 35-49

Divisions and Dissent: Democrats and Foreign Policy, 1952-1956
Gary W. Reichard traces the evolution of Democratic party thought and action on significant foreign policy issues during the first Eisenhower administration. Refuting the idea that bipartisanship prevailed in foreign policy during the 1950s, he describes how Democratic leaders differed with Eisenhower's policies from 1952 to 1956 and why they developed a coherent alternative policy of their own after 1956.

pp. 51-72

Paine, America, and the "Modernization" of Political Consciousness
Jack P. Greene argues that Thomas Paine's larger significance can only be understood in terms of his contributions to the modernization of political consciousness that occurred during the last decades of the eighteenth century. More specifically, Greene contends that Paine played a key role in bringing about two crucial political developments: the mobilization of large segments of society that had previously been politically inert and the desacralization of the traditional political order.

pp. 73-92

Threat Perception in International Crisis
Raymond Cohen compares six examples of threat perception in international crisis that occurred over the past 100 years. He concludes that a common factor which influenced the relevant decision makers' selection and interpretation of evidence was the appraisal that there had been a breach of "rules of the game" among the states involved.
