The Carter Civil Service Reforms: Some Implications for Political Theory and Public Administration
Mark W. Huddleston examines the normative assumptions of the 1978 Civil Service Reform Act and the parallel assumptions of academic Public Administration. He argues that present "democratic" administrative dogmas need to give way to truly "republican" principles to protect the integrity of the American higher civil service.
