Congressional Reapportionment in the 1980s: Types and Determinants of Policy Outcomes
Q. Whitfield Ayres and David Whiteman survey the congressional reapportionment plans used in the 1982 congressional elections. They find that most plans reflect a primary concern with protecting incumbents and that there was a substantial range of political forces resistant to purely partisan uses of the reapportionment plans.
