Gary C. Jacobson examines the effect of electoral politics on U.S. budget policies in 1990 and the effect of the unpopular October budget legislation on the 1990 congressional elections. He finds that members of both houses were acutely sensitive to the very real electoral risks faced in trying to reduce the deficit by raising taxes and cutting programs. The legislation passed only because a great majority of members were safe enough electorally to absorb the political damage without risking their careers.

The Hidden Side of the American Welfare State
Christopher Howard shows how tax expenditures, a major form of indirect social spending in the United States, substantially increase the size and alter the structure of the American welfare state. He also shows how tax expenditures challenge widely held beliefs about the origins of U.S. social programs.

Arab Public Opinion and the Gulf War
Shibley Telhami argues that on issues of foreign policy, Arab public opinion has a discernible impact on the policies of Arab states. He shows that upheavals in the Middle East following the Gulf War were contained, partly because Saddam Hussein failed to deliver what he promised and partly due to the fact that the allies took seriously the predictions of public upheaval.

The Limits of White House Image Control
Mark J. Rozell examines the Ford presidency press strategy with respect to its ability to mold a favorable presidential image. Interviews with White House communications advisers reveal the limitations that events such as the Nixon pardon and terHorst resignation had on the successful implementation of this strategy.

Lessons from the Failure of Perestroika
John Blaney and MICHAEL GFOELLER analyze Gorbachev's attempts to check Soviet economic decline, pointing to the underlying political design of the Soviet economy and resulting weaknesses as the key factor causing the USSR's disintegration. They warn that the wreckage of the old command system continues to cause regional instability.

The Politics of the American Catholic Hierarchy
Timothy A. Byrnes examines the political role of the American Catholic hierarchy. He argues that the decay of the Democrat New Deal coalition and the major parties' subsequent attempts to build a new electoral majority placed the bishops near the center of American electoral politics in the 1970s and 1980s.

British Mass Perceptions of the Anglo-American Special Relationship
Jorgen Rasmussen and James M. McCormick analyze the British public's views of Anglo-American relations and find the "special relationship" to be largely a myth. The British public, in contrast to the political elite, does not feel any affinity with the United States. As a result, firm support for U.S. international policies can prove costly in domestic popularity for a prime minister.
